Have you considered a viewer version that doesn't allow editing or saving but allows people to open and view Tabulus files? Even just a disabled demo version (no printing or saving) might serve the purpose here...

To what level would do you see is needed for people to work with your files? It would be nice if they had the ability to change the calendar period in reports, however. I think it would be a good marketing tool as well because you'd actually get people used to seeing things in Tabulus, it makes it one step closer to wanting to use it. The people with the information get to control the tools!
